August 14, 2006 Allegheny County Closes Four Morningstar Group Homes After Audit Reveals $1.2 Million in Questionable Spending On July 11, 2006, after an audit revealed $1.2 million in questionable spending, the Allegheny County Department of Human Services terminated its contract with Morningstar Personal Care Home Inc. (Morningstar), which operated five small group homes in the Tarentum area in Pennsylvania. The homes, which served individuals with intellectual disabilities, have been shut down and care of the 15 residents has been transferred to Passavant Memorial Homes. The audit did not contain any allegations of mistreatment of the 15 residents . . .
