September 2, 2002 Temple University Health System To Close Elmira Jeffries Nursing Home On August 13, 2002 the Temple University Health System announced that it will be closing its Elmira Jeffries Nursing Home in North Philadelphia on September 13. The health system said Elimira Jeffries will be shut down in order to "improve patient service and reduce the cost of maintaining dual facilities in the same community, " according to a statement released by the Temple University Health System. In June, the Pennsylvania Department of Health temporarily banned admissions at the 180-bed nursing home after a state inspection uncovered deficiencies . . .
