November 17, 2003 Texas to Increase CHIP Mental Health Service Benefits On October 20, 2003, Texas Governor Rick Perry announced that the state would increase mental health and chemical dependency benefits available through the Children's Health Insurance Program (CHIP), pending federal approval. The governor directed the Texas Health and Human Services Commission (HHSC) to restore benefits that were cut during the last legislative session.
