November 21, 2005 COPS Grants Moderately Contributed to a Decline in Crime in the 1990s Between 1993 and 2000, Community Oriented Policing Services (COPS) grants contributed to 1.3% decline in overall crime rates and 2.5% decline in violent crimes. The $7.6 billion in COPS grants allowed police forces to increase the number of state and local officers and focus on community services.
