November 22, 2004 North Carolina Medicaid Seeks Contract for Utilization Review of Mental Health Services On November 10, 2004, the North Carolina Department of Health and Human Services (DHHS) Division of Medical Assistance (DMA) issued a request for proposal for a contractor that will provide utilization review of Medicaid mental health services. The purpose of the contract, to be awarded January 1, 2005, is to assure Medicaid billing is appropriately justified through the distribution of mental health, developmental disability, and substance abuse services for North Carolina's Medicaid eligible citizens.
