November 24, 2003 SAAS Names Shapiro Executive Director On February 11, 2003, Howard B. Shapiro, PhD was named executive director of the State Associations of Addiction Services (SAAS). Dr. Shapiro, a former consultant in health policy, was vice president of public policy for the American College of Physicians. SAAS' goal is to close the gap between the need for substance abuse treatment and prevention and the capacity of providers to meet those needs.
