November 24, 2003 Sunrise Alzheimer's Center in Virginia Denied Construction Permit Sunrise Senior Living (Sunrise) was denied a building permit to construct a 79-person residential facility for handicapped and disabled people, specializing in residents with Alzheimer's disease, in July 2003. The reason, according to building inspector John Clancy of Burlington, Virginia, was the proposed structure was too tall and not an allowable use within the single-family zoning designation in the neighborhood.
