December 13, 2004 45 Privatized Philadelphia Schools Show Higher Achievement Scores Forty-five Philadelphia (Pennsylvania) public schools that are run by companies, such as Edison Schools, Inc., through new programs, have raised achievement scores in nearly all academic areas. As part of the Philadelphia's School Reform Commission's objectives, the school district has implemented the partnership management model, which allows outside managers to install intensive programs in low-income areas.
