December 23, 2002 TAPA Center for Jail Diversion Established The Technical Assistance and Policy Analysis Center for Jail Diversion has been established. The mission of the TAPA Center for Jail Diversion is to generate new knowledge and serve as a national center for relevant information, research, and technical assistance on diverting individuals with serious mental illness from the criminal justice system to community-based treatment and support services.
