North Carolina To Privatize Medicaid Through Managed Care Contracts, Role Of Behavioral Health Carve-Out Unclear

On June 23, 2015, the North Carolina House of Representatives passed Medicaid reform legislation with provisions to privatize Medicaid through contracts with commercial Medicaid managed care plans and local “provider-led” entities (PLEs). The bill has been moved to the state Senate which will consider the provisions of the House bill and a Medicaid reform proposal developed in the Senate. Both proposals seek to restructure the state’s Medicaid program into a capitated, full-risk managed care model.
