San Bernardino County to Expand Jail-Based Competency Restoration Program

San Bernardino County, California is expanding capacity at its West Valley Detention Center to administer a jail-based competency restoration program for more defendants found incompetent to stand trial (IST). The expansion is funded by a contract with the California Department of State Hospitals, which began on June 1, 2015 and runs through May 31, 2016. The 20-bed pilot program had been only for offenders in San Bernardino County; the expansion will allow the program to accept up to 76 IST defendants from Los Angeles County and surrounding counties. The services are provided by Liberty Healthcare of California.
