Florida Legislature Considers Allowing Pay-For-Success Social Service Programs

The Florida state legislature is considering two nearly identical bills that would allow the state to implement pay-for-success contracts for social services. The bills, House Bill 1049 and Senate Bill 1200, direct the state Department of Management Services, which oversees all state social service procurements, to establish a pay-for-success contract program. Neither piece of legislation mentions possible project topics, other than to identify them as social service projects. Both bills are focused tightly on modifying the state’s procurement processes to facilitate pay-for-success contracting.
