Last month, the Illinois Department of Children and Family Services (DCFS) announced it had forfeited about $40 million in federal funding for child welfare services over the past two years. The loss of federal funds was attributed to incomplete documentation, which the current acting director of DCFS, George Sheldon, said was the result of agency turnover – “You had this revolving door of directors.
