Enrollment Rates For Dual Eligible Demonstrations At 30% Nationwide – Lower Than Expected

Nationwide, about 450,000 people eligible for full Medicare and Medicaid benefits are enrolled in one of the 14 state financial alignment demonstrations for dual eligible beneficiaries. Nine of the state demonstrations rely on Medicare- Medicaid managed care plans (MMPs). Enrollments in the nine MMP demonstrations are about 30% of the 372,000 people eligible to enroll in the demonstration programs. However, across the nine states, the MMP enrollment rates range from less than 10% in New York and South Carolina to 70% in Ohio.
