Texas Seeks To Vacate Appointment Of Special Masters For Foster Care System
The State of Texas is waiting for a ruling on its petition to vacate the appointment of Kevin Ryan, former New Jersey Commissioner of Children and Families, and Francis McGovern, JD as co-Special Masters for a court-ordered reform of the foster care system. Special masters are experts appointed by courts to guide implementation of consent decrees.
