Arizona Rates For Developmental Disabilities Services Below Provider Organization Costs

Since 2009, the Arizona Division of Developmental Disabilities (DDD) rates for Medicaid home- and community-based services (HCBS) have been lower than provider organization costs to deliver the services. For five service types, the reimbursement rate in state fiscal year 2015 (FY) was at 80% or less than the actual cost. The affected services are as follows:
