Kentucky Submits Medicaid Overhaul Waiver, Requires Cost Sharing For Beneficiaries

On August 15, 2016, the Kentucky Cabinet for Health and Family Services (CHFS) submitted a Medicaid waiver to overhaul its program. The waiver affects non-disabled adult beneficiaries and children. The state seeks to require beneficiaries to pay cost sharing within a managed care delivery system, and will offer a new benefit package modeled after the Kentucky State Employees’ Health Plan. A controversial provision would require that unemployed adult non-disabled beneficiaries work or volunteer up to 20 hours per week.
