Per-enrollee costs in the Affordable Care Act (ACA) individual market were essentially unchanged between 2014 and 2015. The ACA individual market includes all plans sold on the federal Healthcare.gov Health Insurance Marketplace, the individual state-based Marketplaces, and off-Marketplace plans that are subject to the same pricing and coverage rules as Marketplace plans. Per member per month (PMPM) paid claims fell by 0.1% from 2014 to 2015. During the same period, in the broader health insurance market, per-enrollee costs increased by at least 3%.
