Connecticut DCF Proposes Alternative Plan For Juvenile Jail
Connecticut’s Department of Children and Families plans to close the 125-bed Connecticut Juvenile Training School (CJTS) by 2018, and replace it with two smaller locked facilities plus an array of non-residential services. Currently, CJTS serves less than 30% of the committed delinquent youth in placement on any given day.
By July 2017, DCF intends to implement the following to expand community-based services  for justice-involved youth:
Expand vocational training and employment opportunities at CJTS and in the community
Expand access to addiction treatment and recovery supports
Develop housing programs and options for juvenile justice involved youth . . .
