Florida Child Welfare System Underperforms On Federal Child & Family Services Review For Third Time

The third federal Child and Family Services Review (CFSR) of Florida’s child welfare system rated the state as needing improvement on 11 of the 14 performance measures. None of the seven outcome measures substantially conformed to federal standards. Three of the seven system measures substantially conformed to the federal standards, and four did not. State performance was good in terms of the child welfare quality assurance system, training for staff and provider organizations, and the Department of Children and Families (DCF) responsiveness to the community. DCF must submit a program improvement plan (PIP) by March 28, 2017.
