In 23 of the 32 states that have expanded Medicaid, the state charges cost sharing for adults in the expansion population of low-income, childless, non-disabled adults with income up to 138% of the federal poverty level (FPL), which is $16,642.80 for single person.  States are allowed to charge cost sharing in Medicaid—even on beneficiaries with income below 100% FPL—but allowable charges vary by income, and total beneficiary out-of-pocket cost sharing cannot exceed 5% of household income.
