All State Medicaid Plans Cover Some Telemedicine Services

In 2017, all state Medicaid programs cover some services delivered via telemedicine technologies. Eleven states offer more comprehensive coverage, with few barriers for telemedicine-provided services for Medicaid beneficiaries. Four states — Connecticut, Florida, Hawaii, and Iowa — passed reforms that ensure Medicaid will reimburse physicians for telemedicine services at parity with office visits, with few or no restrictions. Rhode Island has included some coverage of telehealth-provided services in their Medicaid fee schedule.
