On July 18, 2017, the San Diego County Board of Supervisors approved plans to launch a pilot program for people in jail with mental illness to help them stay out of jail. The program is based on the Stepping Up Initiative.

Stepping Up is a national initiative that began in May 2015. It was developed by the Council of State Governments Justice Center, The National Association of Counties, and The American Psychiatric Association Foundation.
