Changes Proposed For PPACA Via HHS Rule Change On CSR Payments & New Presidential Executive Order

On October 12, 2017, the federal Department of Health and Human Services (HHS) announced that the administration was ending cost-sharing reduction (CSR) payments to health insurers offering individual plans through the Health Insurance Marketplace. The same day, President Trump signed an executive order directing the Departments of Treasury, Labor (DOL), and HHS to consider eliminating insurance rules created by the Patient Protection and Affordable Care Act of 2010 (PPACA). Although both events affect the sustainability of the PPACA, the executive order is not directly related to the HHS elimination of the CSR payments.
