December 30, 2009 The class action lawsuit was filed in the U.S. District Court for the Southern District of New York by the New York Legal Aid Society and the law firm of Orrick, Herrington & Sutcliff LLP. The plaintiffs, eight minors and their guardians, alleged that juvenile justice residential centers operated by the New York State Office of Children and Family Services subjected them to unconstitutional and excessive force by members of the staff and deprived them of legally required mental health services.
