About 13% more youth in foster care enrolled in Medicaid managed care received preventive care than foster youth enrolled in fee-for-service (FFS) Medicaid. Moreover, the transition to managed care was associated with an over 12% increase in the number of youth in foster care who were continuously enrolled and thus able to access Medicaid primary care services.
