Review Finds Problems With Oregon Medicaid Consumer-Directed Home Care Services Program

A self-directed home care program for adults with disabilities that is operated by the Oregon Department of Human Services (DHS) Division of Aging and People with Disabilities (APD) failed to ensure that the consumers received care and services. The program, called the Consumer-Employed Provider Program (CEP), allows consumers to contract and supervise their caregivers.
