April 1, 2010 The report Midwest Evaluation of the Adult Functioning of Former Foster Youth: Outcomes at Age 23 and 24 contains the results from the Midwest Study. The study is a collaborative effort among public child welfare agencies in Illinois, Iowa, and Wisconsin. The study's purpose is to provide states with the first comprehensive view of how former foster care children transition to adulthood since the implementation of the John Chafee Foster Care Independence Act of 1999.
