Texas Reports Largest Uninsured Population, New Mexico Highest Medicaid Population, West Virginia Highest Medicare Population – OPEN MINDS Releases New State-By-State Guide To Health Insurance Coverage
Gettysburg, Pa. (June 24, 2018) – A new report from OPEN MINDS found that while there has been incremental changes in health insurance coverage at the national level over the past several years, there has been real change at the state-level, which has larger strategic implications for consumers, provider organizations, and health plans. OPEN MINDS team analyzed multiple federal, state, and research-based sources, to develop a comprehensive estimate of each state’s health insurance coverage distribution. This analysis reveled large fluctuations in coverage from state to state, with Texas reporting the largest uninsured population at 17%, West Virginia reporting the highest percent of the population covered by Medicare at 16%, New Mexico reporting the highest percentage f the population covered by Medicaid at 29%, and Utah reporting the largest percentage of the population covered by commercial insurance at 72%. These findings were released by OPEN MINDS in their recent reference guide, U.S. Health Insurance Coverage & Trends 2011-2016: An OPEN MINDS Reference Guide.
Following the passage of the Patient Protection and Affordable Care Act (PPACA), there were major changes in insurance coverage in the United States. Between 2011 and 2016, the percent of the population that was uninsured dropped from 15% to 9%, and there were corresponding increases in the size of the commercial and Medicaid populations. Since the implementation of Medicaid expansion and the health insurance marketplace—the period from 2014 to 2016— there have been incremental changes in coverage. As a percentage of the population, the uninsured population decreased by 2%, the commercial population increased by about 2%, and Medicaid enrollment remained flat.
“For most organizations in the health and human service system, national policy affects the landscape, but state-level policies and practices drive strategy,” said OPEN MINDS Market Intelligence Director, Athena Mandros. “Health and human services are delivered in a patchwork system that is shaped by state policy, financial systems, and geographic and population differences. Our new analysis shows just how much variation there is in health care coverage from state to state. For provider organizations, health plans, and vendors that operate in multiple states—or for organizations that are considering partnerships and expansions across state lines—this information is essential to determining your strategic positioning in different markets.”
