Illinois Auditor General Reports Systemic Failures In State Oversight Of I/DD Group Homes
The Illinois Department of Human Services (DHS) failed to exercise adequate oversight from fiscal year 2012 through fiscal year 2016 of the Community Integrated Living Arrangements (CILA) program for individuals with intellectual/developmental disabilities (I/DD) and mental illness. The DHS licensing processes failed to publish accurate survey data, complete timely annual reviews, and accurately account for notices of violation in its database. DHS failed to complete all CILA surveys, require plans of correction, and approve all plans of correction; and failed to exercise ability to revoke a CILA license.
