June 15, 2010 In June 2010, the Children’s Bureau of the U.S. Administration for Children and Families released a report which subsidized guardianship waiver demonstrations were implemented in 11 states—Delaware, Illinois, Iowa, Maryland, Minnesota, Montana, New Mexico, North Carolina, Oregon, Tennessee, and Wisconsin. The 11 states waiver demonstrations were completed between 2002 and 2010. Outcome data is detailed from Illinois, Wisconsin, Minnesota, and Tennessee was analyzed in five dimensions— placement duration, maltreatment recurrence, placement disruptions and re- entry into out-of-home care, and child well-being.
