On March 18, 2019, Virginia Governor Ralph Northam approved House Bill 2599 to limit public schools from using seclusion and restraint as disciplinary measures. The law goes into effect on July 1, 2019. It requires Virginia Board of Education regulations regarding the use of seclusion and restraint in public schools, to specifically identify and prohibit the use of any method of restraint or seclusion that it determines poses a significant danger to the student and establish safety standards for seclusion.
