The Centers for Medicare & Medicaid Services (CMS) is phasing out pre-payments for home health services over the next year. These payments will be eliminated completely in 2021. Over the past several years, CMS said it has seen a marked increase in home health Request for Anticipated Payment (RAP) fraud schemes perpetuated by existing home health agencies (HHAs). In this scheme, HHAs submit RAPs and receive upfront payments, but never submit final claims and then close the business. CMS said Medicare recoupment efforts have been difficult in this situation.
