The motion was introduced on May 26, 2020, by Los Angeles County Supervisors Mark Ridley-Thomas and Sheila Kuehl. It responds to the Governor's plans to close the California Department of Juvenile Justice (DJJ) as of January 2021. All delinquent youth will be housed at the county level. The motion directs the Youth Justice Work Group formed in August 2019 to lead the first phase of the county's planning for DJJ closure to ensure that the transition plan encompasses the work group's efforts to date to reimagine the juvenile justice system . . .
