The report was published on August 24, 2020 by the U.S. Government Accountability Office (GAO), and provides insight on the marketing and sales practices of insurance sales representatives who sell Patient Protection and Affordable Care Act (PPACA)-exempt plans. The GAO used undercover agents to conduct 31 covert tests on health insurance sales representatives.
