New York Cuts Vacancy & ‘Bed Hold’ Payments To Providers Of I/DD Services

On October 1, 2020, the New York State Office for People With Developmental Disabilities (OPWDD) cut occupancy adjustment payments for vacancies and reduced retainer “bed hold” payments to community-based residential programs for people with intellectual/developmental disabilities (I/DD). These reductions are due to the state’s fiscal year 2021 budget approved by the legislature in April 2020. These cuts are estimated to save the state about $200 million annually.
