May 10, 2011 On May 10, 2011, I.D.E.A. Consulting issued its recommendations following an Independent Expert Review of the Sacramento County Adult Mental Health Service Delivery System. The review was conducted as part of the county's settlement agreement in Napper v. Sacramento County.
