OPEN MINDS Announces ‘Preparing For CalAIM: California Technology Roundtable’ At The 2021 OPEN MINDS Technology & Analytics Institute
GETTYSBURG, Pa. (October 10, 2021) – On Wednesday, October 27, 2021, from 9:45 a.m. – 12:30 p.m. PT, OPEN MINDS will host the California Technology Roundtable: “How CalAIM Will Change The Technology Needs Of Specialty Provider Organizations,” an invite-only, half day roundtable for California specialty provider organizations at The 2021 OPEN MINDS Technology & Analytics Institute. Attendees will hear from the OPEN MINDS senior leadership team about the technology that will be needed for provider service delivery in the CalAIM “next normal.”
OPEN MINDS’ Vice President Western Region, Richard Louis, III will moderate, and he will be joined by OPEN MINDS Executive Vice President, Kim Bond. They will present an overview of the impact CalAIM will have on the role of specialty provider organizations, provide a technology functionality check list, and discuss best practices in budgeting and selecting new technology.
“The implementation of Enhanced Case Management and In Lieu of Services is the first glimpse into the system transformation under CalAIM,” said Mr. Louis. “It expands the role of health plans to serve SMI populations statewide and recognizes the importance of social determinants of health in complex population management strategies and health plan contracting opportunities for provider organizations.”
The California Advancing and Innovating Medi-Cal (CalAIM) initiative will implement broad reforms to California’s Medicaid delivery system, programs, and payment methodologies. It is intended to reduce system complexity, increase flexibility, improve quality of care, and drive system transformation using value-based initiatives and payment reform. In the multi-year implementation, some of the provisions are slated to go live by January 1, 2022, and the final provisions are projected to go live by 2027. California’s transformation includes leveraging lessons learned from the state and counties Whole Person Care, Health Homes Program, and Coordinated Care Initiative, through integrated approaches for behavioral health, addiction treatment, and primary care for complex populations.
Beginning January 1, 2022, managed care Medi-Cal health plans in California will begin implementation of new contracts with interested specialty provider organizations to deliver Enhanced Case Management (ECM) and In Lieu of Services (ILOS) for adult SMI populations. ILOS are flexible wrap-around services that managed care plans (MCP) can provide and integrate into their population health strategies. There are 14 ILOS falling under four service categories: Housing Support, Post-Acute Support Services, Transition Support, and At Home Support. These services can be integrated with the case management of Medi-Cal beneficiaries that may be at high-risk for hospitalization, admission into a skilled nursing facilities, or emergency department services.
As a former psychiatric hospital administrator, Ms. Louis brings over 30 years behavioral health administration, business, and service line development experience to OPEN MINDS. Prior to joining OPEN MINDS, Mr. Louis was the Director of Strategic Partnership Development at Southern California Hospital System – Prospect Medical Group, one of California’s largest IPA/medical groups. He also served as Vice President of Government Operations at the Los Angeles based College Health Enterprises (College Hospitals System), a leading psychiatric/acute care hospital and long-term care company.
Ms. Bond brings over thirty years of experience providing behavioral health treatment in the public and community settings. Prior to joining OPEN MINDS, Ms. Bond served concurrently as a Program Coordinator III and Clinical Manager of Adult Services and a Program Coordinator II and Clinical Manager of Recovery Services for the Ozark Guidance Center. Prior to joining the Ozark Guidance Center, Ms. Bond served as the Executive Vice President of Center Point, Inc, a large substance abuse provider agency in California.
