September 15, 2011 In September 2011, the Technical Assistance Center for Assertive Community Treatment released a report addressing critical questions on the expansion of ACT in Iowa. The report identifies implementation challenges for ACT expansion such as start up costs, workforce shortages and discontinuation of funding by Magellan.
