On January 10, 1011, the Texas Department of Family and Protective Services (DFPS), and the Texas Health and Human Services Commission (HHS) released this document on recommendations for improving Texas' safe placement and services for children, youth, and families. This report is the result of analysis by an agreed-upon panel of experts in the M.D. v. Abbott lawsuit.
