California Governor Proposes CARE Court—Court-Ordered Treatment Services To Intervene In Homelessness

On March 3, 2022, California Governor Gavin Newsom proposed a plan to connect people with untreated mental health and/or addiction disorders to housing and treatment. The proposal, yet to be approved by the Legislature, is called Community Assistance, Recovery, and Empowerment (CARE) Court. CARE is intended to function as an upstream diversion from more restrictive conservatorships or incarceration, through court-ordered services for homeless people with behavioral health disorders. These services can include short-term stabilization medications, recovery support, and connection to social services, including a housing plan.
