Phoenix House Mid-Atlantic has rebranded itself as National Capital Treatment & Recovery (NCTR) and ended its affiliation with Phoenix House. NCTR is structured as an independent non-profit organization. It provides addiction treatment in the Arlington, Virginia, area, in the suburban Washington, D.C., area. NCTR is led by President and Chief Executive Officer Deborah S. Taylor.

The organization was founded in 1962 under the name Alcohol Rehabilitation, Inc. to provide treatment for alcohol addiction. Over time, the organization added capacity, medication management, and medication-assisted treatment to treat other substance addictions.
