The federal Department of Veterans Affairs (VA) selected TriWest Healthcare Alliance (TriWest) to serve as third-party administrator to manage Region 5 of the VA Community Care Network (CCN), which includes all of Alaska. The VA’s CCN will allow veterans who are unable to receive care at the local VA medical center, either due to a lack of availability, long transit, or long wait times, to receive care from high-performing licensed civilian health care professionals and provider organizations that provide medical, dental, and pharmacy services, including mental health and addiction treatment services.
CCN is the VA’s standard contract vehicle enabling veterans to access services from civilian community-based health care professionals using industry-standard approaches and guidelines. The CCN provider networks will work together with VA health care professionals to deliver services.
Region 5 is the last to be awarded from the CCN procurement process. The VA issued the initial CCN request for proposals (VA79116R0086) on December 28, 2016. VA said it would award the six regional contracts to up to four organizations. On May 8, 2018, the VA issued an amended notice (36C10G18R0189) that it intended to re-solicit the CCN Region 4 requirement, and make a single contract award.
On December 28, 2018, the VA awarded contracts for CCN Regions 1, 2, and 3 to Optum Public Sector Solutions Inc., part of UnitedHealth Group Inc. On August 6, 2019, the VA awarded Region 4 to TriWest. The contracts have an initial base term of one year followed by seven individual option years.
TriWest previously administered the Veterans Choice Program (VCP), which ended on June 6, 2019. It also held a contract to administer the Patient-Centered Community Care (PC3) program, which serves as a transition program before the CCN is fully implemented.
