The shift from fee-for-service (FFS) reimbursement to value-based contracting is certainly a work in progress – with some markets making more progress than others. One market where we've been able to watch the transition from concept to reality is the Medicaid program in Maricopa County, Arizona system. Under Arizona's Medicaid system, the majority of the population is enrolled in managed care – including the population with serious mental illness (SMI).  In the past, under this system, physical health care was managed under capitated contracted by eight regionally-based managed care organizations and behavioral health services were managed . . .
