January 2, 2006 Federal Government Encourages Katrina Victims to Seeks Counseling The federal Department of Health and Human Services (DHHS) announced a nationwide advertising campaign to encourage Katrina survivors and emergency workers noticing signs of mental distress to seek counseling on December 7, 2005. Katrina's prolonged impact in the Gulf Coast leads mental health experts to suspect that the post-traumatic stress disorder rate will be higher than the 7% to 12% that has followed other disasters.
