January 7, 2002 Florida's Skilled Nursing Facilities Now Need Liability Insurance On January 1, 2002, Florida's skilled nursing facilities (SNFs) were required to have liability insurance. The law, SB 1202, mandates liability insurance as well as staffing increases. SNFs must provide a one-hour per day staffing increase, so that patients receive 3.3 hours per care from nurses and 2.3 hours per patient a day from certified nursing assistants.
