Texas Expanding Medicaid Managed Care Statewide Under Performance-Based Waiver

On December 12, 2011, the Texas Medicaid program received a federal waiver approving its plans to expand managed care statewide and implement performance bonuses for provider organizations that improve care for patients. The 1115 Medicaid waiver is effective through September 30, 2016; it replaces the state’s previous 1915(b) and 1915 (b/c) waivers. The waiver permits the state to redirect supplemental payments and upper payment limit funds, which existed under the previous Medicaid waiver, to establish an Uncompensated Care Pool and a Delivery System Incentive Reform Payment (DSIRP) Pool.
