January 15, 2001 Michigan Governor Releases HMO Consumer Guide In December 2000, Michigan Governor John Engler released the 2000 Michigan Office of Financial and Insurance Services HMO Consumer Guide, which provides quality assessment and compliant information about Michigan HMOs. The guide is intended to work with legislation that was passed in June 2000, that strengthened financial requirements for HMO's, moved regulatory responsibility of HMOs to the Office of Financial and Insurance Services (OFIS), and provided for a streamlined HMO and health insurance complaint process.
