NQF Endorses Medicare Spending Per Beneficiary Measure For CMS’ Value-Based Purchasing & Quality Reporting Programs On December 13, 2013, the National Quality Forum (NQF) announced their endorsement of the Medicare Spending Per Beneficiary (MSPB) measure. The MSPB measure assesses the spending on a Medicare beneficiary immediately before, during, and after a hospitalization episode. The MSPB measure is then used to compare a hospital’s average spending to the national median.
