January 29, 2007 North Carolina Needs $2.7 Billion Over Five Years to Implement Needed System Improvements The North Carolina Mental Health Developmental Disability Substance Abuse system needs an estimated $2.7 billion over the next five years to implement needed system improvements to bring the stateÂ’s standard of care for those with mental health disorders up to the national average. The additional funding is needed to downsize state facilities, implement new evidence based practices, prepare for the economic increases and population pressure the system is currently facing, and to implement better continuity of care.
